It was a close call for landlords in
Cuyahoga Falls, Ohio this past week. City council was proposing legislation that would require landlords to pay for tenants delinquent utility bills. The legislation has been delayed for now, but will go back to the finance committee for a rewrite. Under the proposed bill only landlords, not tenants could register for utilities. Any delinquencies would be attached as liens to the property. Much to the
surprise of the landlords the utility department does not run a credit check on new customers and landlords are not notified when tenants are delinquent. A large part of the rewrite would require a credit check for tenants. If the tenant shows a past of not paying utilities, the landlord will be notified and if they still want to rent to them the landlord will have to be responsible for the utilities.
